Portune Proposes Joint City-County Infant Mortality Reduction Office & Review Team (May 27, 2008) -- Calling for a "new, focused initiative to lower our infant mortality rate," Hamilton County Commission president Todd Portune will formally introduce a resolution on Wednesday to create a joint City-County Office of Maternal and Infant Health and Infant Mortality Reduction. The goal of the initiative is to reduce Hamilton County's infant mortality rate to below the national average within 5 years."We have never before had city and county political leadership and city and county Health Boards come together around the issue with this kind of commitment to get something done," Portune said. Mayor Mark Mallory and Council Member Jeff Berding have led the effort for the joint collaboration with the City. It is anticipated that the city through either Council Member Berding or Mayor Mallory or both will formally introduce a companion resolution on Wednesday.Portune organized an Infant Mortality Summit in October 2007, which found that despite millions of dollars spent to address the infant mortality condition in Hamilton County, mortality rates remain inordinately high and have gotten worse. Infant deaths account for more than 50 percent of the deaths of all children ages 0-17 in Hamilton County.Infant Mortality rates in Hamilton County exceed the national average by almost 30 percent. The Infant mortality rate for African American and Appalachian ethnicities is three times the national average. Infant morality is defined as child deaths in the first year of life. About the Office of Maternal and Infant Health and Infant MortalityThe new Office of Maternal and Infant Health and Infant Mortality for Cincinnati and Hamilton County will be administered by a Board consisting of ten individuals to be appointed, five by the Hamilton County Commissioners and five by the Mayor Cincinnati upon the advice and consent of the Cincinnati City Council. In addition, under the Hamilton County Family and Children First Council, a sub-committee of the Child Fatality Review Team was re-instated to collect data pertaining to infant mortality.

Mona El-SheikhAlumni Professor, Department of Human Development and Family StudiesCollege of Human SciencesMona El-Sheikh received her undergraduate degree from the American University in Cairo, Egypt, and her master's and doctorate degrees from West Virginia University. She started her career at Auburn University in 1990 as an assistant professor and was tenured and promoted to associate professor in 1995, to professor in 2002 and to alumni professor in 2005. Her research focuses on child development in the context of family risk. Her publications have appeared in the leading journals (e.g., Child Development, Abnormal Psychology and Developmental Psychology) in her field, and her work has become increasingly cited by other scholars. She serves in editorial and review capacities for top journals (e.g., Journal of Family Psychology and Child Development) and organizations in her field, as well as the National Institute of Health and the National Science Foundation. She has been awarded more than $3 million in research grants from the NIH and NSF. El-Sheikh is considered one of the nation's foremost experts in the area of physiological measurement of children's emotion regulation. A recognized feature of her research is its multi-disciplinary nature, and her research has received attention for building bridges across several disciplines concerned with child health. This research has advanced a biopsychosocial model for understanding the development of psychological, social, cognitive and physical health problems in the context of family risk.

Part 3 of 4 explores some of the potential solutions to the problems facing society. The video segments 1 to 4 are part of a documentary written and directed by Anatole Kononewsky. Anatole was Senior Research Officer at the Australian Institute of Criminology. The original documentary was produced in Australia and launched in March 1993. It was produced for the project, "Before its Too Late". Robert Kiyosaki and Max Walker were the national spokesmen for the video launch. . The video was used, with a handbook, by schools around Australia. Although produced back in 1993, the documentary raises issues and problems that are still relevant to all of us and shows some of their potential solutions. It also examines the futility of the current prison and criminal justice system. It is a compassionate examination of the challenges that modern society is currently presenting to young people and portrays an understanding of the dilemmas they face. The documentary looks at the problems from a personal, social and ethical level, seeking to empower the viewer with the attitude necessary to find solutions. It is pertinent to young people experiencing difficulty with authority, achieving, parental relationships, or any other socially alienating attitude. The "Before it's Too Late" project supported a selected number of youth groups in Australia. No. 2477-2006 Introduced by Presiding Officer, on request of the County Executive RESOLUTION NO. -2006, AMENDING RESOLUTION NO. 563-2006, TO MAXIMIZE IMMUNIZATION RATES OF CHILDREN UTILIZING SUFFOLK COUNTY HEALTH CENTERSWHEREAS, the Legislature, by Resolution No. 563-2006, established a policy requiring the use of mercury-free vaccines for pregnant women and children age three and under in County Health Centers; andWHEREAS, one element of the policy is that the County of Suffolk will administer mercury-free vaccines in its health centers and facilities; and WHEREAS, the Centers for Disease Control considers vaccines containing less than two ten-thousands of one percent (0.0002 percent) thimerosal to contain trace or insignificant amounts of mercury; and WHEREAS, the Centers for Disease Control has concluded that the risk, to children and pregnant women, of not receiving immunizations, exceeds the risk of receiving vaccines containing trace or insignificant amounts of thimerosal; and WHEREAS, patient non-compliance with medical protocol is a well known problem throughout the health care industry; and WHEREAS, using vaccines containing no thimerosal whatsoever will increase the number of visits necessary for a child to receive all immunizations, and thereby increase the risk that all immunizations will not be received due to patient non-compliance, resulting in a decrease in the vaccination rate of Suffolk County patients; now, therefore, be it 1st RESOLVED, that the 1st RESOLVED clause of Resolution No. 563-2006, is hereby amended and replaced with an amended RESOLVED clause that shall read as follows: ***** 1st RESOLVED, it shall be the policy of the County of Suffolk to make available upon request of any pregnant woman, the parent of a child age three and under, or other person legally responsible for such child mercury-free vaccines in its health centers and facilities; and be it further *****and be it further 2nd RESOLVED, that administration of vaccines containing trace or insignificant amounts of thimerosal shall comply with Resolution No. 563-2006; and be it further 3rd RESOLVED, that this Legislature, being the lead agency under SEQRA and Chapter 279 of the Suffolk County Code, hereby determines that this resolution constitutes a Type II action.

FROM SOCIETY TO ECONOMY: The transformation from personal to corporate welfare in Western countriesAs westerners we have a natural/cultural belief that families and children are the backbone and future of our society. The generation that preceded us baby boomers, developed a vision of Canadian society which recognizes that we each have a responsibility to each other's basic needs, medical care, education, housing and ability to participate in democratic life. As is clear to most and more clear to those in most need, this positive vision has been supplanted by new policies that has moved us from citizen empowerment and wellbeing.The elitist emerging values see human capital as worthy of support and deference to our economic potential. While it is clear that the working public and the private sector working in a synergist manner is the only way to generate the resources to support our society and its members. Many are not clear that this value orientation began to change in the early and mid 1970's. Academia, led by the University of Chicago School Economics lead by Milton Freedman. Freedman's approach to economic management, coined "Trickle Down Economics", postulated that social spending transferred from citizens to corporations would empower this sector such that it could support the population by creating full employment, thus increasing the wellbeing and tax revenue potential of western societies. Thatcher, Regan, and Mulroney all believed in this top down economic approach. Each changed and to lesser or greater degrees, the modern social and economic contract. Friedman's theories pushed the social contract back toward free market capitalism of a Dickensonian, survival of the fittest sort We chose, beginning early last century, reforms in income security for seniors and the unemployed evolved first as a means to quell social unrest and conflict between capital and labour. By mid-century, in response to voter unrest and new economic understanding, a new economy was further forged. In WWI, the Great Depression and WWII each contributed to the advancement of Women's rights, Child welfare, Better access to healthcare education and income security. From the end of WWII until the mid 1970's, socio-economic philosophy, and citizen activism had forged a new, more humane approach to government responsibility and economic management.The parents of us baby boomers were at the political heart of the mixed private and public economies. Two influential economic philosophers, Keynes, a Brit, and Galbraith an American, articulated the first new western economic system since Adam Smith's Wealth of Nations almost two centuries prior. The functionality, stability, efficiency and moral superiority of a "demand side" mixed economy had thus been proven in the twentieth century. Keynes' and later Galbraith's "demand management" approach puts money (income security for seniors, the unemployed, families and the sick). By virtue of spending on food to cars to fridges, supports, stabilizes and grows people, the economic corporate structure, and the tax base.This philosophy includes the provision of resources (education, healthcare, day care, housing) in the hands of the citizens. Taxes on individuals and corporations, capitalize the new more equitable and empowering social contract structures and processes. Beginning in the mid-seventies intellectual, corporate and ruling elites re-adopted aspects of the two hundred year old laissez-faire economics of Adam Smith. In the Regan administration Reganomics-laissez-faire form created the ability to drop taxation on corporations and transfer huge amounts of public money to private corporations. Not only have we seen a devolution of social justice, we have endured the effects of a massive transfer of public capital from the public economy to the private economy...

David Tayloes passion as an advocate for children is both personal and professional. He founded Goldsboro Pediatrics in 1978 and has been a dedicated proponent for children in that role for more than 30 years. Through his leadership at both the local and state level, North Carolina now has one of the most successful child health systems in the country through its NC Universal Childhood Vaccine Distribution program, the physician-directed Medicaid managed care initiative, and the NC Health Choice Program (SCHIP). At the community level, through his leadership on the local school board and as Chair of theWayne Initiative for School Health, he has played a critical role in efforts to address school health issues, child abuse prevention and adolescent pregnancy prevention. Nationally, as a member of the Board of the American Academy of Pediatrics, he led the effort to incorporate mental health competencies into the agenda of the American Board of Pediatrics. Dr. Tayloe has won numerous awards at the local, state and national level for his leadership on child health issues. That leadership now continues nationally as the President of the American Academy of Pediatrics.
